Hoboken to NYC Moving Guide 2026: COI, Elevator Rules, Parking & Real Costs
Moving from Hoboken to New York City sounds simple on paper. You pack your apartment, load a truck, drive through the Holland or Lincoln Tunnel, and you are done. In practice, it is one of the more logistically complex local moves in the entire region – not because the distance is long, but because both the origin and the destination place strict requirements on how, when, and who can move you.
Hoboken has its own COI rules, elevator reservation policies, and parking permit requirements. Manhattan layers on top of that: higher insurance minimums, its own parking permit system, congestion pricing for the moving truck, and building requirements that vary dramatically from doorman buildings to walk-ups. None of this is impossible. But all of it requires advance planning, and the moves that go wrong on this route almost always go wrong because someone assumed it would be easy and skipped a step.
This guide covers everything – both ends of the move, the tunnel tolls and congestion pricing, the cost table, and a week-by-week prep timeline so nothing falls through.
Hoboken Move-Out Requirements
Hoboken’s apartment buildings – and there are hundreds of professionally managed ones – nearly all require three things before a moving crew can enter the building.
Certificate of Insurance (COI). The building must be named as an additional insured on your mover’s liability policy. Standard minimum coverages in Hoboken are $1 million general liability and $500,000 workers’ compensation, though specific buildings may vary. Your mover should be able to produce this document with the correct building name and address within 24-48 hours of your request. If they cannot, that is a red flag.
Elevator reservation. In buildings with a service elevator, you need to reserve a move window – typically a 3-4 hour block – through the building management office. Most buildings require 24-48 hours minimum advance notice and collect a refundable deposit of $150-$500 that is returned if the elevator and lobby are left clean and undamaged. Book this the moment your move date is confirmed.
Parking permit for the moving truck. A No Parking permit is required to legally hold a curbside space for the moving truck during your move window. This is obtained through the City of Hoboken’s parking authority and should be requested at least 48-72 hours before your move. The permit costs a nominal fee and is essential – an unmarked truck in a Hoboken parking space is an easy target for a ticket or a tow during a move.
Move-out window. Most Hoboken buildings have designated move hours – typically Monday through Saturday, 8 or 9 a.m. to 5 p.m. Sunday moves are often prohibited entirely. Confirm this before booking your crew.
NYC Move-In Requirements
Manhattan buildings have all the same requirements as Hoboken – COI, elevator reservation, parking permit – but at higher thresholds.
COI requirements in NYC are stricter. Manhattan co-ops and condos commonly require $2 million or $3 million in general liability coverage, plus Workers’ Compensation. Some buildings also require automobile liability coverage named on the policy. Your Hoboken COI at $1 million may not satisfy a Manhattan building management company – always ask the NYC building for their specific minimums before move day.
Elevator reservations in NYC require more lead time. Major Manhattan buildings often book service elevator slots 2-3 weeks in advance, particularly for end-of-month move dates. Do not wait until the week of your move to request this. A common scenario that derails this route: the Hoboken COI and elevator are all set, the crew arrives in Manhattan, and the service elevator is already booked for another tenant’s move. The only option at that point is to wait – on the clock.
NYC parking permits for moving trucks. The NYPD issues Temporary No Parking permits for moving trucks. These are requested through 311 and require 2-3 days lead time. Without one, parking a moving truck on a Manhattan street during business hours is nearly impossible without risking a summons – and NYC parking enforcement does not make exceptions for move day.
Walk-ups in Manhattan. If you are moving into a Manhattan walk-up – extremely common in the Village, the Lower East Side, and parts of the Upper East and West Sides – there is no elevator to reserve, but stair fees apply. Standard stair charges run $25-$35 per flight per trip above the first floor. A 4th floor walk-up adds meaningful cost to your total.
Tunnel Tolls and Congestion Pricing
Moving from Hoboken to Manhattan requires crossing through either the Holland Tunnel or the Lincoln Tunnel. Both have tolls that apply to the moving truck, and if your destination is south of 60th Street in Manhattan, congestion pricing applies on top of the tunnel toll.
Tunnel tolls (approximate 2026 rates): Standard passenger vehicle rates start at $9-$17. Moving trucks are classified as commercial vehicles – a single-unit moving truck typically falls into the small truck category at roughly $14-$25 per crossing depending on the specific tunnel and toll payment method. Always confirm current toll amounts with the Port Authority before your move date.
NYC Congestion Pricing (effective January 2026): Vehicles entering Manhattan below 60th Street pay a congestion toll. For small single-unit trucks (the type used in most residential moves), the peak-period toll is $14.40. A tunnel crossing credit of up to $7.20 is available for E-ZPass users who enter via the Holland or Lincoln Tunnel, reducing the effective congestion charge. The combined cost – tunnel toll plus congestion pricing net of the crossing credit – typically runs $21-$32 for the moving truck for one crossing into the congestion zone during peak hours.
Timing matters. Off-peak congestion pricing (after 9 p.m. on weekdays) is 75% less – but moves cannot realistically be scheduled in the middle of the night. Build the full peak-rate toll into your budget.
Important note for your mover: The tunnel toll and congestion pricing are paid by the moving company as part of running the truck. Reputable movers include tolls as a line item in the estimate, not as a surprise charge on the final invoice. Always ask upfront: “Are tolls included in this estimate?” The answer should be yes, and the amount should be itemized.
What This Move Costs: A Real Price Table
The following reflects Ola Moving’s rates for a Hoboken-to-NYC move: $109/hr for 2 movers, $119/hr for 3 movers, 3-hour minimum, plus 1 travel hour. Tunnel tolls are included as a separate line item. These estimates cover moving labor only, without packing services.
| Home Size | Crew | Est. Hours (incl. travel) | Moving Labor | Tolls (est.) | Approx. Total |
|---|---|---|---|---|---|
| Studio | 2 movers | 4 hrs | $436 | ~$45-$65 | ~$481-$501 |
| 1 Bedroom | 2 movers | 5 hrs | $545 | ~$45-$65 | ~$590-$610 |
| 2 Bedroom | 3 movers | 6-7 hrs | $714-$833 | ~$45-$65 | ~$759-$898 |
| 3 Bedroom | 3 movers | 8-10 hrs | $952-$1,190 | ~$45-$65 | ~$997-$1,255 |
Toll amounts represent the combined Holland/Lincoln Tunnel toll plus net congestion pricing for a single-unit moving truck crossing during peak hours, net of the E-ZPass tunnel crossing credit. Exact amounts vary by truck size, payment method, and tunnel used. Confirm current rates before your move.
Walk-up stair charges, if applicable, run approximately $25-$35 per flight above the first floor and are not included in the table above.
Week-by-Week Prep Timeline
This timeline assumes a move date on a given Monday. Work backward from that date.
4+ weeks before: Book your mover. End-of-month dates fill up 3-4 weeks out during summer season. Book early, especially if your move falls between May 30 and September 5.
3 weeks before: Contact your NYC building management office. Request the service elevator reservation and ask for their specific COI requirements (coverage amounts, certificate holder name, additional insured language). Different buildings use slightly different language – your mover needs the exact wording.
2 weeks before: Provide your mover with the NYC building’s COI requirements. They will issue the certificate within 24-48 hours. Confirm receipt and review the document for accuracy before sending to the building. Send the COI to the building management office and get written confirmation that it has been accepted.
10 days before: Request your Hoboken parking permit through the city’s parking authority. Request your NYC NYPD Temporary No Parking permit through 311. Both require a few business days of lead time minimum.
1 week before: Confirm your Hoboken elevator reservation and window time in writing. Confirm all COIs are accepted by both buildings. Confirm your crew size and start time with your mover. Begin packing anything not needed in the final week.
48 hours before: Do a final check on elevator and parking permit confirmation. Ensure the permits are accessible (screenshot or printed copy) on move day. Confirm your mover has the specific address and floor for both origin and destination.
Move day: Post your parking permit in the truck’s windshield before the crew begins. Meet the crew at both locations to manage building access. Have the elevator deposit ready if the building requires it on the day.
The Three Mistakes That Derail This Move
1. Booking a mover who cannot produce a COI at NYC minimums. The most common reason a Hoboken-to-NYC move gets stopped at the lobby. Not all moving companies carry $2-3M general liability. Ask for proof of coverage amounts before you book, not on move day.
2. Missing the NYC elevator reservation window. Service elevators in Manhattan’s managed buildings are reserved well in advance, especially at month-end. If you request on move week, you may find the elevator is already booked. The mover then has to carry everything up stairs – on the clock. Three flights in a Manhattan building adds 1.5-2 hours to a typical 2-bedroom move.
3. No parking permit in Manhattan. NYC parking enforcement is active and consistent. A moving truck parked without a permit on a Manhattan block is ticketed within the first hour of business, sometimes sooner. The permit costs almost nothing and takes 2-3 days to obtain. There is no reason to skip it.

Frequently Asked Questions (FAQ)
-
Hoboken buildings typically require $1 million general liability and $500,000 workers’ compensation minimum. Manhattan buildings commonly require $2-3 million general liability plus workers’ compensation – sometimes also automobile liability coverage. Always request the specific requirements from your NYC building management office before booking your mover. Your mover must be able to meet both thresholds and name each building as an additional insured on separate certificates.
-
For moves into Manhattan south of 60th Street, a single-unit moving truck (small truck category) pays $14.40 during peak hours in congestion pricing, minus a tunnel crossing credit of up to $7.20 for E-ZPass users via the Holland or Lincoln Tunnel. Combined with the tunnel toll itself, total toll costs for the moving truck typically run $45-$65 for one crossing into the congestion zone. This should be itemized in your estimate – ask upfront if tolls are included.
-
At minimum, 3-4 weeks before your move date. During peak season (May through September), end-of-month dates – particularly the last 3 days and first 3 days of the month – book up faster. The NYC service elevator reservation is often the limiting factor: popular buildings in doorman-managed Manhattan properties book service elevator slots 2-3 weeks in advance. Secure the mover first, then immediately contact the NYC building to reserve the elevator.
-
Yes. The NYPD issues Temporary No Parking permits for moving trucks through 311. Request it at least 48-72 hours before your move date. Without it, parking a moving truck on a Manhattan street during business hours risks a summons – NYC parking enforcement does not make exceptions for move day. The permit is inexpensive and essential.
